In a commentary on CNN, General Zaluzhny said that the monopoly of the Ukrainian defense industry and the many loopholes in the law have led to problems in weapons production in Ukraine.

`Ukraine continues to be hampered by problems in its domestic legal framework, as well as a partial monopoly of the defense industry. These lead to production bottlenecks – for example of ammunition – that make

`The stockpiles of anti-aircraft weapons, missiles and artillery shells of Ukraine’s partners are becoming depleted due to the intensity of the conflict in Ukraine, as well as due to the global shortage of production materials,` he admitted.

According to him, Russia is taking advantage of escalating tensions in the Middle East to distract the international community from the Ukraine situation.

In addition, Mr. Zaluzhny said, Ukraine needs to acknowledge Russia’s significant advantages in efforts to mobilize human resources.

He also said that Ukraine is facing many difficulties related to the mechanism to recruit more troops for military operations, leading Kiev to use controversial and unpopular conscription measures.

In recent times, Ukrainian officials have repeatedly admitted that fatigue from domestic fighting is hindering efforts to recruit more human resources for the war.

In order for Ukraine to overcome the challenge, Mr. Zaluzhny said that, with the unfavorable situation in terms of weapons resources and personnel, Kiev needs to focus on increasing the production of unmanned weapons and weapons applying advanced technology.

`The fact that the weapons are remotely controlled means there will be fewer casualties on the front lines,` he said.

He also called on Ukraine to change its military tactics to get used to reduced foreign aid.

For example, Ukraine does not necessarily need to focus exclusively on frontline combat efforts, but can also carry out cyberattacks, guerrilla attacks, and raids on Russian supplies.

These efforts can reduce the enemy’s economic and military capabilities in a war of attrition and at the same time have an impact on combat psychology.

Ukraine and its allies believe they can establish the above tactical system within 5 months.

He affirmed that only ending `outdated, stereotypical thinking` can help the Ukrainian army win the war with Russia.
